   UKRAINIAN REGIONAL REPORT

   The EastWest Institute (EWI) is convinced that economic recovery and the future well-being of Ukraine is impossible without the effective decentralization of power, civil society development, sustainable regional development and effective local self-governance. In order to promote European principles of local self-governance and regional development in Ukraine in the summer of 2000 the EWI Kyiv Center launched the project Ukrainian Regional Report (URR). The first issue of the URR appeared on 15 August 2000.

  Ukrainian Regional Report is a bi-weekly Ukrainian-language analytical and informational bulletin distributed both electronically and in hard copies. This publication covers major trends and events in political and socio-economic development of Ukrainian regions, center-periphery and inter-regional relations, local self-government and regional development policies and their implementation. Additionally, the URR serves as a tool for familiarizing Ukrainian regional and local leaders with the European notion of local self-government and regional development. The URR also aims at encouraging transparency in decision-making processes on national, regional, and local levels and integrity- building. The publication also strives to encourage freedom of speech in Ukraine and strengthen the role of the Internet as a source of information and a means to exchange thoughts and ideas. 

  In the course of its publication, the URR has become a high-profile independent bulletin, which has been responsive to issues that have been the most debated within the policy-making community. URR has become a valuable tribune for the exchange of information, perceptions, and approaches among policy-makers (both at the national and regional level), third-sector leaders, and business representatives. It has also become a forum for experts (both analysts and practitioners) in regional policy and regional development issues. In particular, URR served as a mediator in creating the National Network of Agencies for Regional Development (NARDA) by providing space for opinions and other relevant information to be exchanged. 

  The URR has 800 recipients who receive it in hard (printed) copies and over 6,000 recipients who subscribe for the URR electronic version. The audience of the publication consists of central government, parliament, regional and local authorities, as well as representatives of NGOs, independent think-tanks, and major private businesses.

  During February-March 2002 within the URR project the weekly electronic Election Newsletter is being published. The publication covers different aspects of electoral campaigns prior to March 2002 parliamentary and local elections and post-elections developments. The Newsletter exists in both Ukrainian and English versions and is being distributed among the URR electronic audience. 

  The URR staff encourages contributions, i.e. ideas as to possible topics for the URR, articles, and any feedback from all interested parties. You can also subscribe to the e-mail distribution list 
of the URR (PDF file in Acrobat reader) as well as regular “call for papers” information.
