It is recognized now by Ukrainian high-level politicians that regional and local development is the key factor for economic and social evolution of Ukraine on its way to sustainable development and European integration.

 As the President of Ukraine has mentioned delivering his speech devoted to 11-th anniversary of Ukraine’s independence on August 24, 2002 – “shift to parliamentary-presidential model of governance and strengthening of local government is our European choice”. Strategic priority for Ukraine - to guarantee “sustainable local and regional development” through development of democracy, decentralization of power and resources to local and regional communities – has been repeated by Leonid Kuchma while having a speech before participants of the All-Ukrainian meeting of representatives from central and local authorities, self-government bodies and public. At the meeting he, also, reminds that there is some experience of regional and local strategic planning in Ukraine, but we need further conceptualization and modernization of applied non-systematic approaches.

 Project on Community and Regional Development in Ukraine (PCaRD) has, since June 1998, been EWI leading initiative in promoting community and regional development in Ukraine. During the period of time from January1, 2002 till September 15, 2002 PCaRD’s efforts have concentrated on development of institutional tools for community economic development. Project’s main focus is on supporting “bottom-up” approaches to economic development, in particular through the mobilization of citizens and private sector initiatives, strengthening of cross-sector and cross-border cooperation by providing the key local and regional development actors with analytical materials and practical tools in the field.

 For that purposes, PCaRD’s experts have combined Ukrainian and European experience in local strategic development planning and prepared Integrated Methodology for City Development Strategy. Other PCaRD’s output, aimed at regional and local development actors is analytical study of the history of Regional Development Agencies and their role in local economic development and cross-border cooperation in Europe and Ukraine. This study has been recognized by participants of above mentioned All-Ukrainian meeting as an impressive and valuable support on State regional Policy realization.

 As cross-border cooperation was realized by Ukrainian authorities, as widely recognized tool for economic development Serhiy Maksymenko, PCaRD’s project manager, was invited as an expert to participate in working group on improvement of the Cross-Border Cooperation Law draft.
